After clearing custom,at the lobby before you exit to the road, there are 2 money changers opened at that hour (I arrived there at 4.00am too from hong kong).Choose the one nearest to the glass sliding door, the rates are much better.
For taxis avoid the yellow taxis and take the white metered taxis.Go to the domestic departure level to take the white taxis dropping off the departing passengers. These taxis use the meter and remind them to do so.Before entering the taxi, the guard will give you a piece of paper with the taxi number written on it. This is standard procedure and you have to show this paper to the guard at the checkpoint.At the arrival exit(near to the money changers mentioned above),cross the road/path to the other side and take the sliding walkway leading up to the departure level. Go to where the taxis drop off the passengers and wait in line. The white taxis are plentiful.Cost to Mango Sq is about 200 pesos I think but make sure you have small notes as the money changer usually dont .

Thanks for the info. Came a little too late as I was already in my hotel when I read your post. Dint want to take a risk so I changed a small amount at T1 before boarding CP. Rate was 30.50.
It was raining heavily when I arrived at Mactan so I shared a yellow taxi with a fellow passenger from the same flight to Radisson Blu hotel.. fare was 3 hundred something so we rounded it up to 400p as the cab driver was friendly and helpful. He went out of the way to shield us from the rain by borrowing umbrellas from the hotel reception while we sat in the cab. Hung around the lobby before leaving @ 10.30am to my own hotel at Fuentes Osmena.

As a result, many taxis are refusing to go to the airport as they will be stuck on the return trip. Do leave early for the airport as you may have difficulty catching a ride there.
