In this situation, one way is to be more persistent than them. No matter how many times they ask, just insist a no if you dun intend to hang. After a few nos from you, they may not bother you further in future.

There was once a waitress asked me once but I said "no", then she approached another bros and asked him few times and he got very angry. The next trip there I gaive the waitress a "lecture" teaching him to approach customers tactfully and resaon it out to her that customers might have plan or arrangement with the singers even if they don't hang flower.

This waitress then now never asks any bros from our table from that day onwards.

No need to guess who just continue to enjoy and don't forget to hang flower if you think u should even though no one apprach you.
