Sharing this info here.

Previously, applicants would have to go to the MACS service counters at the Causeway or Second link checkpoints to apply.Now the making of MACS have shifted to singapore.

MACS may not be worth it anymore considering the additional admin charge of S$20 charged by the third link. Unless you are travelling like more than 2 times a week to malaysia, i dont recommend it. Better off utilising the pages in your passport and applying for a new one when it is used up.
