Philippine immigration is looking to stop suspicious travellers, which means anybody.
Girl if confident, can go pass and meet.

Every day at least 2 dozen passengers refused permission to leave Philippines.
Mostly girls going to Singapore, but sometimes guys also, as guys going abroad to start job but didn't pay the lots of processing fees for government (leech) considered illegal worker
As I told before, even maids no exemption, they pay 3 months plus fees to their own government, to work abroad.
Filipinos Including government, leech from Fillipino, and fillipino think it's normal
That's why going as tourist, some get lucky, some get stopped, off loaded, baggage taken off plane.
Regular Traveller will know how many times departing plane delayed because missing passengers, actually passengers held by immigration so ground crew removing his check in luggage so plane can leave
