I think they're Immigration officials, not the Malay police. NZ Spa, Berjaya Waterfront are all in The Zon which is a duty free area. Indonesians come here by boat to buy stuff duty free and as long as they don't exit into the city, they don't have to pay tax on it. If you go by foot, they'll direct you through an area where they check your bags (sometimes with the x-ray machine). I guess if you want to avoid this, you can always buy a boat ticket to Batam
