Thanks for the return.
To answer your questions,

1) you can only up two Bros every 24 hours.
2) You can only up posts that are less than 48 hours old. After that, the scales disappear.
3) You power will disappear if your number of posts are too low.
Once posts increase, you will get back power.
The rule was "
Reputation power reverts to "0" whenever your reputation score falls below 50 points and is restored whenever your score is 50 or more."

But it looks like you have less than 50 but you have power, so maybe rules changed.
