Vapes are still illegal in thailand. However, no one really bothers. of course you don't go smoke infront of the police lol. Not all shopping malls have it. I once went MBK to find because that is the place that sells handphone accessories etc there is one shop @ level 3 that sell after asking most of the shops and they do not display it openly, the staff went to the storeroom and take out discreetly.

other than huay kwang, u can probably find it at tourist drinking spots like thonglor/ekkamai or sukhumvit area. Usually they will set up along the roadside as u walk past. but they are most probably moving around so actual spot are not permanent there.
