Haiphong is the 2nd largest city in the North after Hanoi...VSIP is there but not sure fully operational...

There is no officially red-light district but there was one street full of whores lining the streets at certain time...most will only do a short time hotel there...heard was only 300k to 500k dong per shot...

you can ask the xe om or taxi driver to bring you there...but you need to speak some Vietnamese...
