Looks like the Blame Game has started again.

Over the years but that City Hall had blamed the Immigration Department for not managing the inflow of the immigrants.
It seems also that the Immigration authorities had shifted the blame to the police, whom they claim did not manage the situation well and allowed it to deteriorate.
