the 15 days visa-free for SG passport holders is still suspended so everyone needs to apply for Visa

It is stated on the website that there is this visa waiver but when I called the Visa place, they mentioned that this is not implemented nation wide and it would be better to apply for the visa in case the immigration officer does not let you in, you waste money on the airfare. So, yes, you need a visa to enter China via Air.

Confirmed from our tour guides no need visas to do border crossing at Luohu checkpoint.
They brought a group of 12 tourists (consist mix of 6 Malaysians, 4 Singkees & 2 Ozzies) from HK to Shenzhen for a day trip today..... all were able to cross into Shenzen without visa.
Return trip to HK oso smooth without any problem.

Yes only applicable to certain cities and have to adhere to terms and conditions.

As of now the 15 days visa free travel for Singapore passport has not resume yet.

Take note this option does not apply to free and easy travellers.
Have to join a tour group to enter China via Hong Kong/Macau land borders without visa application.

i believe if you go via group tour no need visa but individual tourist still need to apply visa

Tour group from tour agent don’t need visa. Individual Singaporean enter from Hong Kong NEED to apply visa. China VISA application take 3 days to process but you need to submit your application form online and get appointment before you go to submit your application in person at 80 Robinson Rd.

Malaysian cannot enter Shenzhen visa free even with tour from Hong Kong, they can't even apply for 5 days temporary visa (before Covid)
