Thai gov contemplating on a 90 days long stay visa than can be extended 2 more times, so totals 270 days at only THB 2,000. Anyone should take advantage of this, as this came about because of COVID. it should eventually be taken away when they see fit.

Apparently they only offering to top 10 covid less countries or countries without covid 28 days or more

Not really, they will consider granting it as long as your go through the self-paid 14 days quarantine.

Long term stay visa, seems this isnt viable for your average tourist and more for long term expat retired who formally lived in thailand doing visa runs, and are not on a spousal or retirement visa, so really only a small number of people will benefit from such a visa.
Some one like me who is early retirement might consider it, but im already living in a place where girls are better and cheaper than thailand
